Position: Supply Chain Officer

Location: Kabul, Afghanistan

Job Description:

ROLE PURPOSE:

The Supply Chain Officer will provide unit-level oversight at the CO Kabul Office, ensuring adherence to procurement policies, procedures, and compliance with donor rules. They will maintain high sourcing standards, supporting the supply chain department for effective program activities.

KEY AREAS OF ACCOUNTABILITY:

  1. Review documents under Formal Quotation and Tender before issuing purchase orders, contracts, and framework agreements locally.
  2. Monitor the procurement paper trail for all procurement procedures related to formal quotations, contracts, and framework agreements.
  3. Support in monitoring procurement procedures at the provincial level.
  4. Maintain physical and soft copies of procurement files, ensuring organization and labeling.
  5. Provide information for compiling monthly KPI reports.
  6. Assign and track Waivers for all CO AF and field offices.
  7. Review payment packages, track in the log sheet, and submit to finance.
  8. Support sourcing lead in obtaining payment authorization approval.
  9. Prepare and arrange sourcing files for external/internal audits.
  10. Maintain and manage FWAs ceiling for CO and inform sourcing lead for new sourcing initiatives.
  11. Consolidate Supplier performance evaluation and track for reporting.

QUALIFICATIONS:

Bachelor’s Degree in Business Management, BBA, or related field.

EXPERIENCE AND SKILLS:

  • Essential
  • 3 years of experience in supply chain (Procurement) in NGOs/INGOs or UN.
  • Good communication and interpersonal skills.
  • Positive experience in managing others.
  • Ability to work under pressure.
  • Fluent in Pashto and/or Dari, with English proficiency.
  • Strong IT skills (Word, Excel, PowerPoint).
  • Ability and willingness to travel within Afghanistan.
  • Desirable
  • Experience in humanitarian emergencies across multiple areas of Afghanistan.
  • Experience in document management and review.
