Job Description:

As the MEAL Officer, you will lead and coordinate the strategic planning and implementation of all MEAL processes and activities to enhance project quality. Your role includes overseeing data collection, analysis, reporting, and contributing to project reviews. Responsibilities:

  1. Lead and coordinate strategic technical and operational planning for all MEAL processes.
  2. Ensure effective monitoring and performance management for program activity targets.
  3. Oversee data collection, compilation, analysis, and timely reporting per the M&E Plan.
  4. Prepare reports on findings and lessons learned from project innovations.
  5. Assist in conducting regular project reviews, contributing to content and facilitation.
  6. Monitor and evaluate overall progress on the achievement of results.
  7. Conduct regular field visits and report updates to the MEAL manager.
  8. Lead the development of relevant and quality data collection tools for research.
  9. Plan and conduct field data collection, monitoring surveys, and scoping.
  10. Collaborate with the MEAL Manager to track and register complaints/feedback.
  11. Assist in the revision of the project log frame matrix and performance indicators.
  12. Develop the overall framework for project M&E, including mid-term reviews and final evaluations.
  13. Review the quality of work, methods of collecting data, and baseline statistics for impact evaluation.
  14. Develop a plan for project-related capacity-building on M&E and computer-based support.
  15. Collect data regularly to measure achievement against performance indicators.
  16. Support project progress reporting, mid-term review, and final evaluation.
  17. Identify lessons learned, develop case studies, and provide advice for improving project performance.
  18. Produce reports and presentations based on M&E findings.
  19. Ensure internal controls in finance, supply chain, and beneficiary selection minimize fraud and corruption.
  20. Design and participate in field-based needs assessments and gap analyses.
  21. Provide technical support to provincial staff in data collection, analysis, and reporting.
  22. Implement and coordinate all M&E activities, including internal and third-party evaluations.
  23. Oversee data collection, compilation, analysis, and timely reporting per the M&E Plan.
  24. Prepare analytical documents synthesizing activity results.
  25. Assist the MEAL manager in developing the M&E plan, including indicator selection and reporting templates.
  26. Work with project focal points to collect information and conduct program M&E.
  27. Prepare case studies, success stories, lessons learned, and reports.
  28. Oversee data collection, collation, storage, analysis, and reporting to ensure data quality.
  29. Regularly visit project sites to monitor progress and collect stories and case studies.
  30. Undertake interviews with target populations to assess satisfaction and gather improvement ideas.
  31. Monitor the sustainability of project results and provide feedback to the Project Manager.
  32. Suggest strategies for improving project efficiency and effectiveness.

Job Requirements:

  • Bachelor’s/Master’s degree in Business Administration or related field.
  • Recognized M&E certificate is an asset.
  • 2 to 3 years of relevant working experience.
  • Excellent oral and written communication skills in local languages and English.
  • Knowledge of cultural and religious sensitivities.
  • Compliance and adherence to organizational rules and regulations, including anti-harassment policy.
  • Morally and disciplinary fit for the job.
  • Good knowledge and skills in computer, particularly MS Word and MS PowerPoint.
  • Ability to work under pressure.
