Job Description:

As an Information Management Specialist, you will play a crucial role in supporting the design and implementation of the AQBE information management system. This includes ensuring efficient digitization of data collection, analysis, reporting, and storage. Collaborating with the Senior M&E Manager and partner M&E staff, you will provide technical support, maintain standardized information management tools, and contribute to program and project design.

Responsibilities:

Program Design and Systems Development:

  • Design and implement the AQBE information management system, emphasizing digitization of data processes.
  • Provide technical support to implementation teams using mobile-based applications for monitoring and evaluation.
  • Establish systems for beneficiary tracking tools and orient project staff on their usage.
  • Participate in program/project design to ensure accurate information informs decision-making.

Database Management and Reporting:

  • Collate and analyze data across AQBE activities, addressing information gaps.
  • Coordinate updates to AQBE-based information for consistency.
  • Develop customized dashboards and statistical abstracts.
  • Prepare monthly, quarterly, and annual statistical monitoring reports.
  • Support data analysis and visualization.

Accountability Systems:

  • Develop an information management system to track complaints and feedback from clients.
  • Support the development of data collection tools, analysis, and visualization of feedback reports.
  • Provide technical support for client engagement and feedback collection.

Staff and Partner Capacity Building:

  • Train program and partner staff on mobile-based applications, CommCare, and data tools.
  • Provide coaching and mentoring to ensure consistent and accurate utilization of the information management system.

Job Requirements:

  • Bachelor’s degree or equivalent experience; master’s degree preferable in data management and data sciences.
  • 3-4 years of experience in developing and implementing management information systems.
  • Proven experience in large-scale, complex, multi-sector programs in emergency and fragile contexts.
  • Advanced Excel skills, ability to analyze diverse datasets, and proficiency in statistical information analysis.
  • Experience with web design, software development, and programming is an asset.
  • Familiarity with mobile-based applications like CommCare and KOBO.
  • Excellent data visualization skills and written/oral presentation skills.
  • Strong commitment to IRC’s mission and values.
  • Demonstrated ability to train and build capacity.
  • Knowledge of humanitarian accountability principles.
  • Strong planning, organizational, and interpersonal skills.
  • USAID-specific data management experience preferred.
  • Excellent communication skills in Pashto and Dari.
  • Willingness to travel and conduct partner visits.
