Job Description:

CHILD SAFEGUARDING: Level 3 – The post holder will have frequent or intensive contact with children, working on country programs, visiting programs, or responsible for implementing the staff vetting process.

ROLE PURPOSE:

Save the Children International-Afghanistan is the Grant Manager for part of the Global Partnership for Education (GPE) funding to Afghanistan (2023-2025). The program involves a consortium of grantees/partners, both National and International, focusing on educational needs in selected provinces. As the Chief of Party (COP), you will lead the effective implementation of the GPE Consortium program, with a budget of approximately $50 million.

SCOPE OF ROLE:

Reports to: Deputy Country Director – Program Operations

Staff Reporting: Finance Manager, Awards and Partnership Manager, MEAL Manager, Project Manager

Budget Responsibility: Yes

Dimensions: Frequent interaction with consortium partners, coordination with UNICEF, ECW grantees, and other education actors. Representation of the consortium to line ministries, GPE Steering Committee, UNESCO, and within the Education Cluster.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Leadership:

  • Lead the overall strategic direction of the consortium, conducting strategic reviews and visioning.
  • Ensure effective governance and management arrangements, engaging with and supporting the Steering Committee.
  • Act as the main representative of the consortium with Line Ministry, UN and NGO counterparts, and the Education Cluster.
  • Coordinate with Save the Children functional leads on operational priorities.

Consortium and Program Management:

  • Review, refine, and finalize strategies, methodologies, and inputs in GPE Consortium managed grant.
  • Ensure consolidated program movement, avoiding duplication and overlap.
  • Institute joint project planning and reviewing with consortium partners.
  • Facilitate consortium partners in improving the quality and scope of the program.
  • Maintain oversight of performance, delivery, and timely quality reporting to the Steering Committee.
  • Oversee the program budget, risk management process, and the next phase of the strategic planning process.

Job Requirements:

QUALIFICATIONS, EXPERIENCE, AND SKILLS

Essential:

  • At least 10 years’ senior leadership experience in humanitarian or international development, with five years as Chief of Party/Team Leader.
  • Master’s degree in education, international development, management, or a relevant subject.
  • Demonstrated experience in building relations, influencing stakeholders, and managing people and teams.
  • Proven ability to lead strategic development and change processes.
  • Experience in managing large grants-based programs and partnerships with local organizations.
  • Effective interpersonal and communication skills.

Desirable:

Experience managing large education programs.

Knowledge of key issues and strategies in support of the education sector in Afghanistan.

Experience in Afghanistan or similar contexts.
