Job Description: Director of Finance

Location: Kabul, Afghanistan

Grade: Executive

Contract Length: Regular

Child Safeguarding: Level 2 – Police check required due to access to personal data about children or working in a regulated position.

Role Purpose:

As the Director of Finance based in Kabul, reporting to the Country Director, you will play a pivotal role in leading and ensuring the strategic direction and effective operation of the Afghanistan Country Office Finance. This includes overseeing finance management, budget administration, and financial reporting in both emergency and development programming contexts.

Scope of Role:

Reports to: Country Director

Staff Reporting: Direct – Financial Controller, Senior Manager-Financial Planning and Analysis, Sr Manager-Finance, CXB; Indirect – Finance Coordinators and Senior Finance Officers in provinces

Budget Responsibilities: Yes

Role Dimensions: HR, Supply Chain, Program Operations, Budget Holders

Key Areas of Accountability:

1. Strategic Direction:

Lead the strategic direction and leadership of Save the Children Afghanistan Finance.

2. Financial Performance and Standards:

  • Plan long-term finances in line with Child Safeguarding Policy.
  • Coordinate annual budget exercises and update financial policies.
  • Analyze financial performance and undertake capacity-building initiatives.
  • Guide resource allocation, monitor donor agreements, and highlight variances.

3. Treasury and Payables:

Ensure effective fund accounting, manage payables, oversee cash, process fund requests, and monitor Forex gains and losses.

4. Financial Governance/Compliance:

Ensure compliance with NGOAB, grants audit requirements, TAX, VAT laws, GAAP, and Save the Children International policies.

5. Financial Management Systems:

Record transactions, maintain Financial Management System, compile master budget, and provide management reporting.

6. Training and Technical Assistance:

Visit sub-offices, provide training, ensure work plans align with program objectives, and brief new staff on responsibilities.

7. Program Design and Development:

Assist in designing and developing project proposals, contribute to the CAP, and lead capacity development in financial management.

8. Representation and Role as Senior Leadership Team member:

  • Establish relationships with government, UN agencies, donors, and NGOs. Contribute to organizational goals and objectives.

Job Requirements:

Qualifications:

Academic: FCMA/FCA/CPA preferred, postgraduation degree in Finance, Business Administration, or a related field.

Experience and Skills (Essential):

  • Minimum 12 years of relevant work experience, 5 years in senior management.
  • Previous INGO experience preferred.
  • Excellent understanding of business and financial planning.
  • Strong analytical skills, business acumen, and proficiency in computerized office packages.
  • Effective communication and interpersonal skills.
  • Ability to manage a diverse workload, large teams, and work to tight deadlines.
  • Commitment to Save the Children’s vision and mission.
  • Written and verbal fluency in English.

ICT skills and experience.
