Job Description:

As a Procurement Officer, you will play a vital role in ensuring transparency and efficiency in the procurement process. Key responsibilities include:

  • Transparently completing each procurement process and obtaining sufficient documentation for procurement and finance files.
  • Implementing internal controls under the supervision of the Supply Chain Manager, establishing reasonable lead times for ordering and delivery.
  • Assisting the storekeeper and participating in relevant storage activities as needed.
  • Ensuring timely purchase and delivery of goods to programs and requestors.
  • Distributing monthly supply chain reports to the field Finance Coordinator and Supply Chain Manager.
  • Learning and implementing Budget Versus Actual (BVA) for all procurement activities.
  • Assisting Supply Chain officers/staff in day-to-day activities, file keeping, and cooperation with the supply chain department.
  • Managing numbering, scanning, and filing of procurement documents.
  • Preparing RFQs, RFPs, and other necessary procurement documents.
  • Cooperating with procurement staff on collecting quotations from the market.
  • Preparing the suppliers list from MPAs and procurement documents.
  • Issuing POs and other related payment forms through BVA.
  • Supporting related supply activities in compliance with supply chain rules and procedures.
  • Evaluating purchase requisitions for specifications, delivery dates, and other requirements.
  • Maintaining accurate and comprehensive records on supply activities and providing timely reports.

Job Requirements:

  • Bachelor’s degree in Business Administration or a relevant field preferred.
  • Proven strong academic track record.
  • 2 years’ experience in supply chain and procurement.
  • Knowledge of Afghanistan Government Law.
  • Experience in data collection and internet research.
  • Communication skills in the local language are a must, with proficiency in English preferred.
  • High level of computer literacy (Excel, Word).
  • Highly organized, self-motivated, and able to work within deadlines.
  • Demonstrated ability to conduct research.
  • Creativity, flexibility, and ability to work in a team.
  • Maturity, initiative, tact, and a high sense of responsibility.
  • Honest and punctual.
