Job Overview:

As a Procurement Specialist, you will play a vital role in managing procurement functions for IRC-A’s office in Kabul and fields. Reporting to the procurement officer/manager, you will support the procurement process of program supplies, services, and equipment, ensuring compliance with IRC procurement policies and procedures. Apply your expertise to maintain audit-compliant records and contribute to the efficiency of our operations.

General Duties:

  • Provide efficient and timely support in managing procurement functions for IRC-A office in Kabul and fields.
  • Support the procurement process for program supplies, services, and equipment.
  • Ensure best practices and maintain audit-compliant records.
  • Apply IRC Way principles consistently.

Specific Duties:

  • Implement and maintain a transparent and responsive procurement process in compliance with IRC and donor-specific rules.
  • Conduct regular market assessments/surveys for all categories of spend.
  • Update/maintain vendor information and stay informed about current local market conditions.
  • Provide procurement support to procurement and program staff as needed.
  • File all procurement documentation in an organized manner.
  • Maintain a professional tracking/record of all procurement activities.
  • Establish and maintain ethical and professional relationships with suppliers/vendors and other stakeholders.
  • Attend procurement-related meetings as directed by the supervisor.
  • Distribute RFQs to eligible/potential suppliers in the market.
  • Coordinate with finance, admin, and program departments for integrated internal control.
  • Ensure timely payment of vendors and availability of auditable support documentation.
  • Communicate, coordinate, and plan with relevant requesting staff/programs regarding the order and delivery of supplies.
  • Ensure timely delivery of all supplies, services, and required equipment.
  • Implement the clean desk policy and maintain full confidentiality of procurement documents.
  • Maintain a close and professional working relationship with IRC-A SC staff.
  • Apply IRC procurement SOPs and IRC Way in all aspects of procurement.
  • Advise the procurement officer/manager on procurement-specific issues or improvements.
  • Perform any other duties or tasks assigned by the supervisor.

Expected Deliverables:

  • Monthly reports to the procurement officer/manager.
  • Updated/maintained pre-qualified vendor database.
  • Comprehensive price list for goods and services purchased by IRC-Kabul.
  • Monthly list of commitments to procurement officer/manager.
  • Routine purchase status reports to procurement officer/manager, program (BHs), and finance.
  • Updated/maintained purchase request tracking sheet, payment tracking sheet, and contract tracking sheet.

Job Requirements:

  • Team spirit and problem-solving abilities.
  • Knowledge of generic procurement procedures and practices.
  • Familiarity with major donor and local regulations/laws.
  • Good mathematical skills and competent use of office automation.
  • Bachelor’s degree in Business Administration.
  • 1 to 2 years of working experience with INGOs or UN agencies in procurement.
  • Good command of English, Pashto, and Dari.
  • Strong organizational and management skills.
  • Strong computer skills and flexibility to work under pressure.
  • Adaptability to work in a multi-cultural environment.
  • Ability to travel to field sites for providing support to supply chain staff.
