Position Objective:

As a Procurement Specialist, you will report directly to the Senior Procurement Specialist and be responsible for overseeing the procurement of works, goods, and services for the Project. Your role involves ensuring compliance with World Bank procurement guidelines, providing mentorship to procurement teams, and executing procurement and contract management activities.

Job Duties and Responsibilities:

  • Prepare, update, and revise procurement plans in accordance with World Bank guidelines.
  • Communicate project procurement issues with PIU procurement teams.
  • Develop Bidding Documents, Invitations to Bid, Request for Proposals, and Contract Documents.
  • Facilitate bid evaluation processes and prepare reports for necessary approvals.
  • Maintain and update a supplier roster, adhering to selection criteria and quality measures.
  • Provide regular updates to Senior Management on procurement service delivery.
  • Conduct field visits, interact with stakeholders, and coordinate with WB Implementation Support Missions.
  • Prepare payment certificates, Extension of Intended Completion Dates, and Variation Orders documentation.
  • Coordinate with procurement and engineering sections of the PIU on contract administration.
  • Generate monthly, quarterly, and annual reports and work-plans.
  • Represent AKF in all procurement-related meetings.

Job Requirements:

Job Specification:

University degree in management, civil engineering, business administration, or relevant field.

Minimum 5 years of procurement experience, with at least 2 years in WB Procurement procedures.

Required Core Competencies:

Excellent English communication skills (written and spoken).

Ability to work in a multi-sector and multi-cultural environment.

Strong workload management skills.

Proficient in MS Word, Excel, PowerPoint, and Outlook.
