Job Description:

POSITION OBJECTIVE:

Under the supervision of the Senior Procurement Specialist, the Procurement Officer (PO) will manage the procurement of works, goods, and services for the Project. The PO should possess qualifications, expertise, and skills in procurement and contract management, with specific familiarity with World Bank procurement guidelines. Responsibilities include coaching, mentoring, and capacity building for IPs procurement teams, ensuring adherence to WB procurement guidelines.

JOB DUTIES AND RESPONSIBILITIES:

  • Upload procurement plans for AKF in the World Bank’s STEP system.
  • Submit AKF’s procurement plans to the bank through STEP.
  • Communicate project procurement-related issues with PIU procurement teams.
  • Assist in preparing Bidding Documents, Invitations to Bid, Request for Proposals, and Contract Documents in line with approved guidelines and procedures.
  • Arrange timely publication of Invitations of Bids.
  • Participate in pre-bid meetings and provide clarifications to bidders.
  • Facilitate the evaluation of bids and prepare bid evaluation reports for approvals.
  • Ensure compliance with registration and record management of procurement documents.
  • Maintain and update a roster of suppliers, aligned with selection criteria and performance measurement mechanisms.
  • Conduct regular field visits and interact with AKF’s procurement teams.
  • Review and provide supporting documents for payment certificates, Extension of Intended Completion Dates, and Variation Orders.
  • Maintain a contract management filing system.
  • Provide and update contract data on the project Management Information System (MIS).
  • Coordinate with procurement and engineering sections of the PIU on contract administration.
  • Prepare regular reports, work-plans, and additional information as required.
  • Build effective work relationships with donors, PIU sections, and peers.
  • Assist Senior procurement staff in attending all procurement-related meetings.

JOB REQUIREMENTS:

JOB SPECIFICATION:

University degree in management/civil engineering/business administration or relevant subject with a combination of education and experience.

Minimum 3 years of experience in procurement of works, goods, and services, with at least 1 year in the capacity of a procurement officer or equivalent.

Hands-on experience in World Bank procurement procedures is an added advantage.

REQUIRED CORE COMPETENCIES:

Excellent English communication skills, both written and spoken. Knowledge of national languages such as Farsi/Dari & Pashto.

Ability to work in a multi-sector and multi-cultural environment.

Skillful in workload management.

Knowledge and ability to apply computer applications including MS Word, Excel, PowerPoint, and Outlook.
