Islamic Relief Worldwide Afghanistan is seeking a dedicated and experienced Human Resources Officer to join our team in Kabul. As an international, non-profit, non-governmental humanitarian relief organization, Islamic Relief has been making a positive impact in Afghanistan for over 23 years. The successful candidate will play a crucial role under the supervision of the Provincial Coordinator, ensuring the effective implementation of General Rules & Regulations in daily HR activities.

Job Summary:

As the Human Resources Officer, you will be responsible for various duties and responsibilities, including:

Recruitment:

  • Prepare the recruitment plan (HRP) for new projects in coordination with the relevant department.
  • Ensure a transparent and bias-free recruitment process following outlined standards in general policies and procedures.
  • Initiate recruitment processes for new staff, meeting deadlines.
  • Post vacancies on appropriate websites and circulate them through all staff groups.
  • Longlist and support recruitment committee members in shortlisting for recently closed positions.
  • Coordinate and communicate with relevant teams to introduce representatives for recruitment committees.
  • Schedule tests/interviews for Kabul-based positions and inform shortlisted candidates through email and phone calls.
  • Assure accurate data/information insertion in staff master lists, always keeping them updated.
  • Perform reference verification for all new joiners.

Learning & Development:

Provide support in employees’ training needs assessment, analysis, and develop plans for training & development modes with the consultation of line supervisors.

Assist in identifying preferred training services providers and explore cost-effective methods of delivery (e-learning, web-based, etc.).

New Joiners Induction:

Plan and provide inductions to new joiners.

Staff Wellbeing:

Support in ensuring that staff wellbeing interventions contribute to the organization’s winning culture.

Assist in developing guidelines on staff health, mental wellbeing, and safety, providing support to employees.

Job Requirements:

  • Education: Bachelor Business Administration (BBA), Economics, or any related field.
  • Experience: Minimum 3-5 years of work experience in HR Section in a similar position with national and international organizations.
  • Knowledge, Skills, and Abilities Required:
  • Ability to set priorities and manage time effectively.
  • Proficient in MS Office; knowledge of HRIS System.
  • Outstanding organizational and time-management abilities.
  • Excellent communication and interpersonal skills.
  • Problem-solving and decision-making aptitude.
  • Fluency in Pashto, Dari, and English languages, with the ability to write excellent documents in English.
  • Ability to work independently and as an effective team player.
