ROLE PURPOSE:

As a vital member of the country office finance team, the Finance Manager, Budgeting & Reporting, supports the Afghanistan Country Office (AFCO) by preparing budgets for proposals, amendments, cost/no-cost extensions, and donor financial reports. The role oversees Save the Children’s internal budgeting, including the annual Master Budget and its reforecasts.

In major humanitarian emergencies, the role holder is expected to work flexibly outside the normal role profile.

SCOPE OF ROLE:

Role Dimensions: AFCO manages an annual portfolio of over USD 60 million, with 35+ active awards monthly. The Finance Manager ensures efficient use of financial resources, providing accurate budgeting, forecasting, and financial analysis.

KEY AREAS OF ACCOUNTABILITY:

  1. Develop Annual Budget and (Re)Forecasts (20% FT LOE)
  2. Support Sr FM in timely preparation and submission of the master budget.
  3. Train Budget Holders in Budget Management for correct phasing in the forecasting process.
  4. Maintain CAM calculator and shared cost for new proposal budgets.
  5. Facilitate verification of salary information between HR and Finance.
  6. Ensure timely phasing of budgets by finance focal persons.
  7. Work with awards team for pipeline information during forecasting.
  8. Development of Proposal Budgets (25% FT LOE)
  9. Actively engage with Technical Advisors, Budget Holders, and Awards Team for donor proposal budgets.
  10. Lead proposal budgets, amendments, modifications, and cost/no-cost extensions, ensuring adherence to timelines.
  11. Submit proposal budgets for review and approval.
  12. Incorporate Non-Thematic Costs and Staff salary gaps in proposal budgets.
  13. Ensure accurate and up-to-date CAM calculators.
  14. Member/Donor/Internal Reporting (20% FT LOE)
  15. Maintain Donor/member reporting calendar.
  16. Ensure accurate financial reports submitted on time.
  17. Address auditors’ issues promptly.
  18. Prepare Monthly offline BVA for impact fund and NAF.
  19. Ensure attendance of finance focal persons at AIR meetings.
  20. Point Person for HPO Initiatives (15% FT LOE)
  21. Coordinate with HR, FC&C, and Awards for effective ER/CAM/Premise, leave accrual, etc.
  22. Conduct test runs and training for master trainers.
  23. Act as a communication person between CO and key stakeholders for HPO Initiatives.
  24. Staff Costs and ODC Budgets (15% FT LOE)
  25. Prepare monthly employee-wise SoF-wise budget sheet.
  26. Ensure correct staff salary allocation.
  27. Recharge missing time sheets to respective awards.
  28. Update staff gap analysis monthly.
  29. Training (15% FT LOE)
  30. Support Budget Holder, Finance, and field staff with information and training.
  31. Facilitate budget management training in CO.
  32. Conduct regular visits to SO and project sites.
  33. Ensure key donor compliance checklists are available.
  34. Others – Under the direction of the supervisor (10% FT LOE)
  35. Facilitate audits and financial reviews, implementing audit recommendations.
  36. Prepare analysis reports as required.
  37. Support the development, implementation, and review of organizational funding scenarios.
  38. Participate in internal and external meetings, reporting on grants management issues.
  39. Contribute to country strategy, operational planning, and reporting.
  40. Ready to respond to any natural disaster or emergency in Afghanistan.
  41. Perform other related responsibilities as assigned.

Job Requirements:

  • 7 years of relevant experience.
  • Bachelor’s degree in a related field, plus certification from an accounting body (CA, ACCA, CPA, ICMA); master’s degree preferable.
  • Excellent analytical skills, budgeting, and budget management experience.
  • Proficiency in computerized accounts packages, Excel, PowerPoint, and Word.
  • Strong communication and interpersonal skills.
  • Ability to manage a diverse workload and work to tight deadlines.
  • Willingness to adapt to changing work practices and hours during emergencies.
  • Understanding of Save the Children’s vision, mission, and commitment to its values.
  • Written and verbal fluency in English.
