Job Description:

CHILD SAFEGUARDING:

  • Level 2: The post holder will have access to personal data about children and/or young people or will be working in a ‘regulated’ position; therefore, a police check will be required.

ROLE PURPOSE:

As a vital member of the country office finance team, the Finance Coordinator, Budgeting & Reporting supports the Afghanistan Country Office (AFCO) by preparing proposal budgets and financial reports for internal and external use. The role ensures proper budget management for active awards and responds to major humanitarian emergencies.

SCOPE OF ROLE:

  • Reports to: Senior Finance Manager (FP & A)
  • Staff reporting to this post: None
  • Role Dimensions: AFCO has an annual portfolio of about USD 60 million, with approximately 35 active awards each month. The Finance Coordinator ensures efficient use of financial resources through accurate reporting, analysis, and forecasting.

KEY AREAS OF ACCOUNTABILITY:

  • Member/Donor/Internal Reporting (40% FT LOE)
  • Maintain a donor/member reporting calendar for all awards.
  • Ensure timely and accurate reporting on awards, coordinating with AMU.
  • Reconcile reports with Agresso, addressing ineligible costs before submission.
  • Prepare accurate Ministry of Economy reports semi-annually.
  • Development of Proposal Budgets (25% FT LOE)
  • Engage with Technical Advisors, Budget Holders, and Awards Team for proposal budgets.
  • Prepare timely proposal budgets, amendments, and modifications.
  • Ensure incorporation of required costs in proposal budgets according to donor rules.
  • Submit proposal budgets for review and approval before submission.
  • Budget Vs. Actual Analysis (25% FT LOE)
  • Provide Budget vs. Actual (BvA) reports to stakeholders and review with budget holders.
  • Analyze SoF-wise BvA reports monthly, obtaining explanations for significant variances.
  • Monitor NTC DEA lines and CAM lines, ensuring timely resolution of over or under-spend.
  • Attend monthly AIR meetings for assigned SOFs to provide financial guidance.
  • Other Responsibilities (10% FT LOE)
  • Contribute to country strategy, operational planning, and reporting.
  • Implement audit recommendations for respective awards per donor rules.
  • Participate in internal and external meetings as required.
  • Cover for other positions in the Finance team during leaves or high workload.
  • Respond to natural disasters or emergencies anywhere in Afghanistan.

Job Requirements:

  • 5 years of experience in the related field.
  • Bachelor’s degree in the related field; certification from an accounting body preferred.
  • Excellent analytical skills, experience in reporting, budgeting, and budget management.
  • Proficiency in computerized accounting packages, Excel, PowerPoint, and Word.
  • Strong communication and interpersonal skills.
  • Ability to manage a complex workload, work to tight deadlines, and adapt to changing work practices.
  • Willingness to change work practices and hours during emergencies.
  • Understanding of Save the Children’s vision, mission, and commitment to its values.
  • Written and verbal fluency in English.
