Job Description:

We are seeking a skilled Supply Chain Administrator to manage the Zonal Supply Chain function aligning with World Vision’s procedures. Your role is crucial to support the timely implementation of World Vision Afghanistan Programs/Projects, focusing on process improvement, simplification, standardization, and cost containment to achieve Child Well Being Outcomes.

Job Requirements:

Business Requirements:

Act as a primary advisory resource for Non-Supply Chain staff, fostering an organizational culture reflecting our values.

Ensure timely assignment and actioning of orphaned PRs (Purchase Requests) by appropriate staff.

Maintain proper filing and record-keeping following management guidelines.

Supply Planning:

Review and understand Zonal demand load for goods, services, and works through Procurement Plans.

Represent SCM function on Zonal Strategic Planning & Annual Business Planning Meetings.

Review and update Item Catalog prior to planning process activity.

Strategic Sourcing:

Conduct Market Assessment and Supplier Pre-Qualification processes in the Zones.

Utilize appropriate Market Solicitation tools: RFQ/RFP documents, bid invitations, pre-bid meetings coordination.

Supervise Sourcing Events Field Offices and Assistance work relating to sourcing.

Supplier Contract and Relationship Management:

Accurately complete master data management forms (contract/supplier/item register).

Manage record-keeping for all contract-related correspondence and documentation.

Communicate contract-related information to stakeholders, ensuring optimum contract usage.

Process, Procedure, and Policy-Compliance:

Ensure compliance with WVI minimum standards & SoPs related to Supply Chain.

Familiarize and implement donor requirements from Award Kickoff to Award Close Out.

Perform 100% before-the-fact Blocked Party Screening.

Data Management, Analysis, and Reporting:

Prepare weekly/monthly procurement status reports for customers and stakeholders.

Perform daily reconciliation exercises and ensure data validation, integrity, and accuracy.

Consolidate Payment Packets and submit to finance/accounts payable in a timely manner.

Knowledge/Qualifications for the Role:

Required Professional Experience:

Minimum of two (2) years of progressively responsible experience in procurement, finance, contract management, or related area.

Required Education, Training, License, Registration, and Certification:

Bachelor’s degree in business management, Accounting/Procurement and Logistics.

Preferred Knowledge and Qualifications:

Knowledge/Experience working with e-procurement Systems, SAP system, or another ERP system is desirable.

Ability to analyze and report on Supply Chain Management and financial metrics.
