Job Description:

General Position Summary:

As a Senior Program Performance & Quality (PaQ) Manager, you will provide technical guidance and support for program management across multiple grants. Your role includes overseeing Monitoring, Evaluation, and Learning (MEL) teams, Technical Advisors, and grants officers while coordinating with the Community Accountability Reporting Mechanism (CARM) function. The position demands a highly motivated individual capable of leading new business development, ensuring program quality, and collaborating with diverse stakeholders.

Essential Job Responsibilities:

STRATEGY & Business Development:

  • Lead and support new business development, including needs assessments and feasibility studies.
  • Provide strategic guidance on Mercy Corps Program Management (PM@MC) approaches and contribute to country-wide strategy development.
  • Support cross-program learning and sector-specific strategies.

PROGRAM QUALITY MANAGEMENT:

  • Map and maintain Mercy Corps Program Management Business Process flows.
  • Assess program adherence to PM@MC minimum standards and provide support for improvement.
  • Provide technical oversight for effective program filing, archiving systems, and documentation.
  • Support program teams in setting up internal and external program-coordination structures.
  • Utilize data to diagnose and resolve program management issues.

CAPACITY DEVELOPMENT AND COORDINATION:

  • Liaise with teams to ensure proposals integrate program quality and MEL/CARM considerations.
  • Build capacity of program teams through information, tools, and resources.
  • Organize workshops and trainings to address program needs.

REPRESENTATION AND COMMUNICATION:

  • Represent Mercy Corps programs with national and international counterparts, donors, and partners.
  • Support program teams in organizing donors’ visits.
  • Contribute to the development of strategic, cross-program communication materials.

SECURITY:

Ensure compliance with security procedures and policies.

ORGANIZATIONAL LEARNING:

Dedicate 5% of your time to learning activities for personal and organizational growth.

ACCOUNTABILITY TO BENEFICIARIES:

Engage beneficiary communities as equal partners in the design, monitoring, and evaluation of projects.

Job Requirements:

Knowledge and Experience:

  • BA/S or equivalent in international studies, economics, or related field; MA/S preferred.
  • 4-6 years of experience with European and US institutional donors, grants management, and proposal development.
  • Field experience in both emergency and development environments preferred.
  • Fluency in written and spoken English is required.
  • Proven ability to work effectively in multi-cultural teams.
  • Proficiency in MS Office software.
