Job Description:

Summary of Key Functions:

As a Project Officer, you will collaborate closely with the Project Manager in developing project scoping documents, supervising project implementation, and ensuring compliance with CARE and donor (DFID) quality standards. Your role involves coordinating and monitoring operations implemented by CARE staff in targeted provinces, ensuring effective project delivery.

Key Relations:

Reports to the Project Manager.

Collaborates with the project team, including Technical Advisor, Project Supervisor, Teacher Trainer, and other project staff.

Ensures coordination of project activities with the Ministry of Education (MoE) at both central and provincial levels.

Herat Sub Office

Key Results Expected:

The Project Officer, working directly with the Project Manager and provincial team, contributes to the establishment of Multi-grade classes and effective project implementation.

Planning and Implementation:

  • Develop and execute project implementation plans in consultation with the Project Manager.
  • Provide essential support to Project/Field Supervisors for effective project delivery.
  • Prepare training materials/manuals for project stakeholders.
  • Oversee day-to-day project activities, ensuring compliance with CARE and donor guidance.
  • Identify and resolve problems affecting project delivery.
  • Plan and execute procurement activities for timely delivery of goods/services.

Establish/Maintain Good Relationship:

  • Negotiate effectively with project/field supervisors on technical and financial matters.
  • Ensure proper protocols are in place with government authorities and line ministries.
  • Liaise with Technical Advisors and the Monitoring, Evaluation, and Learning (MEL) unit for effective project management.
  • Attend coordination meetings and communicate project issues with stakeholders.

Ensure Adequate Project Monitoring and Reporting:

  • Prepare timely and accurate reports for internal and external stakeholders.
  • Conduct field visits for monitoring, data collection, and related project activities.
  • Coordinate safety and security concerns with the Project Manager.
  • Ensure timely submission of activity and progress reports by Project/Field Supervisors.
  • Identify, apply, and disseminate best practices and lessons learned.

Job Requirements:

Skills and Experience:

Proficient in Training, Facilitation, Human Relations, Management, Reporting, and Computer Office packages.

Excellent command of written and spoken English, Pashto, and Dari.

Education:

University graduate, preferably in Agribusiness, management, public administration, social work, or community development subjects.

Work Experience:

Minimum of three years of experience in project management, preferably with national and/or international organizations.

Languages Skills:

Proficient in written and spoken Dari/Pashto and English.
