Job Description:

Job Summary:

The CREATE Project Officer will work under the direct supervision of the Orphan and Child Welfare Coordinator (OCW), collaborating with the OSP team at the provincial level to ensure the technical soundness and compliance of the project document. The role involves working with orphan families, youth, and communities to deliver project outputs in Kabul province.

Duties & Responsibilities:

  • Lead, guide, and supervise the implementation of CREATE project activities in Kabul province.
  • Provide support to the OSP coordinator for the smooth running of CREATE project activities.
  • Facilitate various training sessions in youth development and employability skills.
  • Coordinate with relevant government departments (MOLSA, Ministry of Industry, and MRRD) as needed.
  • Link young Afghan men and women to national/international NGOs, government agencies, and the private sector through internships and placements.
  • Support community interaction by providing access to grants for communal initiatives.
  • Assess and identify 40 vulnerable families for livelihood and entrepreneurship development in Kabul province.
  • Provide technical support and mentoring to orphan families in preparing business plans for entrepreneurship.
  • Organize families into Self-Help Groups (SHGs) to enhance community interaction.
  • Undertake a market assessment to identify opportunities for high-value products in the CREATE project.
  • Establish linkages between selected families and create clusters of relevant businesses.
  • Provide inputs for case studies to enhance program visibility.
  • Perform any other duties as required by the line manager.

Expected Results:

  • Lead CREATE project interventions in targeted areas.
  • Present a mapping and assessment report on existing livelihood assistance and socio-economic aspects.
  • Conduct research on recommended livelihood adaptation measures and propose delivery mechanisms.
  • Facilitate consultations and dialogues to formalize partnership agreements for project implementation.

  • Strong interpersonal and communication skills.
  • Excellent English written communication skills with the ability to synthesize project outputs for quality reports.
  • Fluency in Pashto, Dari, and English.
  • Negotiation skills for effective collaboration.
  • Ability to understand new concepts and synthesize information effectively.
  • Skilled in facilitating meetings and conflict resolution.
  • Adaptability to different cultures, genders, religions, races, nationalities, and age groups.
  • Team player, self-starter, and ability to work with minimum supervision.

Job Requirements:

Education:

Bachelor’s Degree in BBA, finance, or economics; a master’s degree in the mentioned disciplines is preferred.

Experience and Skills Required:

Bachelor’s degree with at least 2-3 years of relevant experience.

Proven experience in conducting need assessments, feasibility studies, and entrepreneurship development analysis.

Experience in data collection and analysis for designing new projects.

Language Requirement:

Fluency in Pashto, Dari, and English.

Computer Skills:

Good working knowledge of computer applications (MS Office, Outlook, internet, etc.).
