Islamic Relief Worldwide (IRW) is an international non-profit, non-governmental humanitarian relief organization headquartered in Birmingham, UK. Enjoying consultative status with the Economic and Social Council of the United Nations and being a signatory to the Code of Conduct for International Red Cross and Red Crescent Movements and NGOs in Disaster Relief, IRW has been actively working in Afghanistan for over 23 years. Operating since 1999, Islamic Relief has been providing emergency relief and implementing life-changing development projects for vulnerable communities in areas such as emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan, and Qurbani programs.

Job Description:

Duties & Responsibilities:

The Project Officer will perform the following tasks, including but not limited to:

  1. Lead, guide, and supervise the work of the CREATE project in Kabul province, ensuring the implementation of all activities as per the project implementation plan.
  2. Provide support to the OSP coordinator for the smooth running of CREATE project activities in the concerned province.
  3. Facilitate the steering of different training in youth development and employability skills.
  4. Coordinate with relevant government departments (MOLSA, Ministry of Industry, and MRRD) and others if needed.
  5. Link 45 young Afghan men and women to national/international non-government organizations, government agencies, and the private sector through paid internships and placements.
  6. Provide support to enhance community interaction through access to grants by community-based organizations for communal initiatives.
  7. Assess and identify 40 vulnerable families for livelihood and entrepreneurship development in Kabul province.
  8. Provide technical support and mentoring to orphan families in preparing business plans for entrepreneurship development.
  9. Organize the 40 families into Self-Help Groups (SHGs) with 15 to 20 members per group depending on their location.
  10. Provision of technical consultations to orphan families to enhance their daily income through project intervention.
  11. Undertake a market assessment to identify opportunities for high-value products in the CREATE project.
  12. Establish linkages between the selected families in the CREATE project and create clusters of relevant businesses.
  13. Provide inputs for case studies for program visibility.
  14. Perform any other duties as required by the line manager.

Expected Results:

  • Lead the CREATE project interventions in the targeted areas.
  • Mapping and Assessment report of existing livelihood assistance and socio-economic aspects.
  • Research on the identification of recommended livelihood adaptation measures and proposed delivery mechanisms for such measures that can be introduced through the project.
  • Facilitate consultations and dialogue to formalize partnership agreements and contributions to project implementation.

  • Strong interpersonal and communication skills.
  • Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.
  • Ability to speak, read, and write technical and conversational English.
  • Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.
  • Skill in negotiating effectively in sensitive situations.
  • Skill in achieving results through persuading, influencing, and working with communities and government authorities.
  • Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.
  • Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups.
  • Good team player, self-starter, with the ability to work under minimum supervision and maintain good relationships.

Job Requirements:

Qualifications required:

Bachelor’s Degree in BBA, finance, or economics faculty. A master’s degree in the mentioned disciplines will be preferred.

Experience and Skills Required:

  • Bachelor’s degree with at least 3-4 years of relevant experience.
  • Proven experience in conducting needs assessments, feasibility studies, and analysis of entrepreneurship development and livelihood-related options/activities.
  • Experience in collecting and analyzing data for designing new projects.

Language Requirement:

Fluency in Pashto, Dari, and English is required.

Computer Skills:

Good working knowledge of computer applications (MS Office, Outlook, internet, etc.)
