Job Description: Project Manager – DRA

Job Purpose:

As a full-time, grant-funded DRA project manager based in Herat, you will lead the implementation of the DRA project in selected districts. Reporting to the Senior Zonal Manager and receiving technical support from Health, WASH, and FSL Sector Leads, you will supervise staff responsible for project components and work closely with the Food and Cash Assistance Manager.

Major Responsibilities:

Project Coordination and Management:

  • Manage the team implementing the project in designated areas.
  • Participate in community needs assessments and baseline data collection.
  • Implement the program according to the plan of action, reporting delays and deviations as needed.
  • Initiate and manage beneficiary registration and verification processes.
  • Ensure accurate delivery of in-kind assistance to participants.
  • Plan and monitor all field activities, appointments, meetings, distributions, and beneficiary follow-ups.
  • Facilitate installation and maintenance of data management systems.
  • Coordinate with the M&E team for monitoring recommendations.
  • Collaborate with the Supply Chain department for timely procurement and delivery.
  • Ensure accurate paperwork for vendor payments.
  • Reporting, Administration, and Financial:
  • Prepare and submit activity progression plans and reports to the Zonal Manager.
  • Present monthly summaries of project activities to Zonal Managers.
  • Keep monitoring and information management tools up to date.
  • Develop a provincial procurement plan and monitor procurement status.
  • Coordinate activities of all staff under the project.
  • Organize and supervise food in-kind distributions.
  • Review the project financial report regularly and revise the budget if necessary.
  • Ensure COVID-19 prevention protocols are followed in all project-related gatherings.
  • Perform other duties as assigned.

Documentation and Reporting:

  • Ensure proper documentation of project processes, including distribution plans, beneficiary lists, voucher requisitions, and distribution reports.
  • Prepare and submit timely reports (monthly, quarterly), management reports, and other required reports.
  • File all contracts and agreements with communities.
  • Establish Complaints Response Mechanisms (CRM) at the community level.
  • Handle community complaints promptly and responsibly.

Security:

Integrate organizational security measures into the project.

Adjust project methodologies as necessary for changing security situations.

Monitor the security situation daily and report as necessary.

Other:

Adhere to WV Child and Adult Safeguarding policy and standards.

Follow WV accountability standards.

Be prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan in Herat.

Job Requirements:

Required Professional Experience:

  • At least 4 years of experience in project management positions.
  • Required Education, Training, License, Registration, and Certification:
  • B.S. in a related field.
  • Proficient in report writing in Dari and English.
  • Strong staff management and communication skills.
  • Ability to engage with different stakeholders and partners.
  • Attention to detail and thorough work checking.

Preferred Knowledge and Qualifications:

  • Ability to work in a team environment.
  • Willingness to travel to all districts of Herat.
  • Strong monitoring skills.
  • Communication skills and knowledge of local communities.
  • Familiarity with the context of Herat province.
  • Good report writing skills.
  • Interpersonal, management, and conflict resolution skills.
