Job Description: Food Security and Livelihoods Sector Lead

Job Purpose:

Take the lead in developing, reviewing, and implementing World Vision Afghanistan’s Food Security and Livelihood programming. This role is instrumental in ensuring technical expertise, staff capacity building, innovation in design, and organizational learning. The successful candidate will represent World Vision in external engagements, collaborating with technical sectors, donors, governments, and other stakeholders.

Major Responsibilities:

Strategy and Leadership:

Refine and lead the realization of food security and livelihood sector objectives from the WV Afghanistan Strategy, ensuring synergy and integration with other sectors.

Monitor and analyze progress, providing recommendations toward achieving strategic objectives.

Provide leadership and direction to the overall sector in collaboration with Zonal Managers and Project Managers.

Create a learning environment for regular reflection and improvement.

Technical Expertise and Organizational Learning:

Provide expertise, technical support, and updated knowledge during project/program design, monitoring, and evaluation.

Ensure understanding and quality embedding of technical standards at project, program, and strategic levels.

Lead the development of strategic new approaches aligned with programming context and funding environment.

Support coordination and exchange of lessons learned and good practices.

Be the knowledge center for all National Office Food Security and Livelihoods projects.

External Engagement and Advocacy:

Establish and maintain liaison with relevant government departments.

Represent World Vision in Clusters, working groups, donor meetings, private sector engagements, and conferences.

Develop and maintain relationships and networks with relevant national institutions and key stakeholders.

Use credible evidence from programming to inform policy dialogue and recommendations.

Represent World Vision in local coordination forums.

Resource Acquisition:

Support mapping of donors and actively pursue new funding opportunities.

Engage in designing technical components of new project proposals, taking the lead in designing Food Security and Livelihoods components.

Ensure compliance with WVI and national Cluster standards and policies.

Job Requirements:

Required Professional Experience:

Minimum 5 years of senior-level experience in Food Security, Livelihoods, and Resilience sector in development and humanitarian contexts.

Excellent technical understanding of Sustainable Development, Economic Development, and Livelihoods.

Experience in designing and facilitating capacity-building activities and training.

Required Education and Qualifications:

University degree in Agriculture Economics or related field; Master’s degree required.

Preferred Knowledge and Qualifications:

Commitment to World Vision Core Values, Vision, and Mission Statement.

HEAT Training is a must for the successful candidate.

Excellent written English, with fluency in spoken English.

Prior experience in fragile contexts and humanitarian response.

Travel and Work Environment:

Ability and willingness to travel up to 60% domestically to project sites, with occasional international travel.

Language Requirements:

Excellent English communication skills (both oral and written).
