Job Overview:
As a Project Manager (Construction) at Women for Afghan Women (WAW), you will play a pivotal role in overseeing all aspects of the project process. Collaborating closely with donors, contractors, engineers, and designers, you’ll ensure effective management of construction projects. Based in the WAW Herat office, you’ll supervise project implementation, review progress, and provide technical support to project staff.
Duties and Responsibilities:
- Work closely with contractors and construction companies as a technical monitoring partner of UNHCR for timely and budget-compliant project implementation.
- Ensure completion of drawings, designs, and Bill of Quantities in coordination with UNHCR and design engineers.
- Collaborate with engineers, designers, and technical monitors to determine project specifications in the West Region.
- Obtain permits and licenses from authorities, plan construction operations, and schedule intermediate phases to meet deadlines.
- Monitor and evaluate shelter and infrastructure project activities in the west region.
- Acquire equipment and materials, supervise engineers, designers, and technical reporters, ensuring effective guidance.
- Coordinate and implement construction programs, involving beneficiaries in all projects and activities.
- Plan construction and Third-Party Monitoring (TPM) project activities at the regional level.
- Support project staff in implementing activities according to community practices and processes.
- Participate in technical monitoring meetings with UNHCR, DFA sectors, suppliers, and subordinates (SFD and TPM).
- Actively participate in emergency situations, including assessment, monitoring, and supervision of UNHCR construction programs.
- Ensure activities under supervision adhere to UNHCR policies and procedures.
- Set and monitor monthly action plans for project activities in coordination with the regional manager.
- Assist field teams in providing accurate and timely narrative reports to the regional manager and/or donors.
- Support and manage M&E and project teams, ensuring progress is monitored effectively.
- Coordinate with donor agencies, local & international organizations, and stakeholders.
- Participate in official and social meetings, assessments, trainings, and gatherings at the regional level.
- Supervise overall procurement processes at the regional level.
- Draft terms of reference for project subcomponents and oversee financial management and administration.
- Provide clear documentation for all sectors at the regional level.
- Develop quality reports for country offices, donor agencies, and authorities regularly.
- Ensure adherence to health and safety standards, reporting issues promptly.
- Perform other assigned tasks by the line manager.
Job Requirements:
- Minimum 4-year bachelor’s degree in civil/construction engineering.
- 6 years of work experience in infrastructure project management.
- Proficiency in relevant engineering software programs (AutoCAD, civil 3D) and advanced MS Office skills.
- Planning, organizing, and communication skills, problem analysis, and solving abilities.
- Solid understanding and adherence to international norms, standards, and regulations.
- Excellent communication skills in English, Pashto, and Dari.
- Ability to travel to the west region targeted provinces and related districts when required.
- Ability to work in adverse weather conditions and occasional overtime and weekends.
