Job Description:

Position Objective:

The Design, Estimation and QA/QC Engineer will play a crucial role in the survey, design, and overall QA & QC aspects of construction works. Responsibilities include data collection, surveying, designing, estimating, and submission of comprehensive packages for project approval. Working under the direct supervision of the provincial coordinator, the Engineer will contribute to project progress reporting and recommendations for quality assurance.

Job Duties and Responsibilities:

  • Contribute to the development of project plans, timelines, and estimations.
  • Prepare data for design, technical drawings, and specifications, ensuring compliance with codes and standards.
  • Collaborate with the engineering team to select appropriate construction materials based on design requirements, durability, and cost-effectiveness.
  • Analyze project requirements and specifications, estimating costs associated with materials, labor, equipment, and other factors.
  • Develop and implement quality control plans, conduct regular inspections of construction activities, and maintain detailed records of quality control inspections and corrective measures.
  • Oversee material testing, provide training to engineers and contractors, and apply best practices to enhance overall project quality.
  • Provide necessary training to contractors’ staff on reporting formats and skills related to construction works.
  • Support district engineers to ensure contractors adhere to design, specification, and contract documents.
  • Develop and implement a detailed site-specific safety plan, providing safety training for project staff if required.
  • Calculate and measure progress of activities, endorsing site measurement and invoices prepared by the contractor for final processing.
  • Assist in preparing ESM requirements for the project, including measures and mitigation associated with project characteristics and standard requirements.
  • Compile regular progress reports and submit them to the provincial coordinator following standard reporting formats and schedules.
  • Uphold AKF (Afg)’s commitment to safeguarding staff and beneficiaries, reporting any violations of safeguarding policies.

Occasional Significant Duties and Responsibilities:

May require attending meetings held by the AKF team and PIU at a provincial level on various occasions.

Decision-Making & Authority:

Recommendation on design issues if any during implementation, in consultation with the regional manager.

Job Requirements:

Job Specification:

  • University degree in civil engineering or a related field.
  • Proven experience of at least 4 years in rural infrastructure projects, including survey, design, construction, and supervision. Preference for experience in rural water and sanitation, specifically solar-powered water project development, and community-driven project implementation.
  • Strong communication and interpersonal skills.
  • Familiarity with rural development standards, procedures, and regulations.
  • Proficiency in English and fluency in local languages.
  • Excellent technical survey and engineering design review skills, with knowledge of water supply design software.

Required Core Competencies:

  • Excellent analytical, problem-solving, and decision-making skills.
  • Very good knowledge and experience in conflict resolution and problem-solving in community-driven development contexts.
  • Excellent stakeholder management skills.
  • Familiarity with communities, CDCs, DDAs, and CSOs will be preferred.
