Job Description:
Position Objective:
The Senior Data & MIS Officer is responsible for developing, managing, maintaining, and troubleshooting the WERP MIS. This role involves timely updating of the MIS in collaboration with PIU sections and IPs MIS and reporting teams.
Job Duties and Responsibilities:
- Coordinate the development, management, and maintenance of the WERP Database in collaboration with PIU sections.
- Prepare procedures, guidelines, and a user manual for WERP database usage.
- Ensure PIU sections and IPs MIS teams are proficient in WERP database functionality for data input and report generation.
- Validate and verify WERP Projects’ data received from IPs provincial teams, highlighting inaccuracies.
- Provide required data for monthly progress reports and communicate problems to relevant sections for resolution.
- Assist in producing monthly, quarterly, and annual reports in collaboration with M&E and Reporting Specialist.
- Assist in developing the geographic information systems (GIS) database in WERP.
- Conduct needs assessments for PIU MIS requirements.
- Support procurement section in developing and operating systems for recording and filing procurement-related issues.
- Ensure consistency between PIU MIS, IPs MIS, and AKF systems.
- Identify MIS-related training needs and conduct training sessions.
- Liaise with internal and external stakeholders for effective collaboration.
- Develop work plans for MIS, set goals, and achieve them.
- Ensure backup procedures for WERP database are in place and regular backups are taken.
- Represent the PIU MIS team in meetings and workshops.
- Cooperate with the PIU M&E Team, TPMA, and other monitoring actors to ensure effective monitoring tools are used.
- Carry out the role’s responsibilities in alignment with AKF (Afg)’s safeguarding policy.
Job Requirements:
- University degree in computer science or a diploma in Information Technology.
- Strong knowledge of Website Designing & Web-based Reporting.
- Knowledge of MCSE would be an advantage.
- 5 years of MIS work experience, including 2 years of GIS-related experience.
- Understanding of rural development, infrastructure projects, participatory processes, joint management, and gender issues.
- Good analytical, writing, and reporting skills.
Required Core Competencies:
- Fluency in English, Farsi/Dari, and Pashtu languages.
- Strong communication and interpersonal skills.
- Ability to work independently and manage multiple tasks simultaneously.
- Familiarity with communities, CDCs, DDAs, and CSOs.
