Job Description:

Building Relationship:

  • Demonstrate World Vision’s core values, vision, and mission.
  • Build a highly committed and competent team, ensuring cooperation and coordination among relevant staff.
  • Mentor, coach, and provide opportunities for the professional growth of staff.
  • Create a learning environment for staff reflection, learning from mistakes, and revising work plans for improved mission impact.
  • Ensure staff understanding and adherence to the WV safeguarding policy.

Grant Implementation:

  • Conduct a start-up workshop inclusive of all relevant stakeholders.
  • Direct and oversee grant implementation, ensuring project outcomes align with the Detailed Implementation Plan and the available budget.
  • Lead the project team in participatory planning, ensuring adherence to technical standards, best practices, and donor guidelines.
  • Provide timely input and contribution to work plans and reports, ensuring grant management compliance.
  • Liaise effectively with local government officials, communities, donor representatives, and other stakeholders.
  • Support departments with required documents/tools for good practice in support services.
  • Staff Supervision, Management, and Capacity Building/ Continuous Learning:
  • Supervise a team of senior national staff with diverse technical skills.
  • Develop and maintain an adequate human resource plan, ensuring staff’s technical and operational capacity.
  • Conduct ongoing reviews of staff performance, providing opportunities for feedback.
  • Ensure proper technical capacity of staff through training and performance management.
  • Equip frontline and technical staff with knowledge, tools, and resources.

Budget Management:

  • Manage grant budget within approved spending levels for both WV and donor.
  • Ensure accurate and timely financial reports to donor and key management staff.
  • Ensure grant/project compliance with donor rules and regulations.
  • Monitoring, Reporting, Documentation & Knowledge Management, and Compliance:
  • Maintain effective project quality assurance mechanisms, including monitoring systems for tracking progress.
  • Conduct routine visits to project sites for monitoring and operational support.
  • Submit timely, accurate, and quality reports meeting donor requirements.
  • Develop Standard Operating Procedures for monitoring, reporting, documentation, and knowledge management.
  • Strengthen partnerships, foster participatory planning, and coordinate effectively with support departments.

Other:

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • Be prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan.
  • Be aware that the job description may be altered when necessary.

Job Requirements:

  • Required Professional Experience:
  • Minimum 3 years in multi-sector, multimillion grant management in a humanitarian context.
  • Minimum 5 years of leadership experience in project management.
  • Previous experience in WASH, Health, FSL, Cash, Nutrition, and Protection.

Required Education, Training, License, Registration, and Certification:

  • Degree in Project Management, Development fields, humanitarian field, social sciences, Livelihoods, Engineering, or relevant field.
  • Training certificates in project management, budget management.
  • Strong understanding of USAID/BHA guidance.

Preferred Knowledge and Qualifications:

  • Ability to maintain focus and achieve outcomes under pressure.
  • Stakeholder management, relationship building, and networking.
  • Understanding of program design process and monitoring/evaluation frameworks.
  • Ability to maintain performance expectations in diverse contexts.
  • Excellent written and oral English skills.

Travel and/or Work Environment Requirement:

Accessibility to specified areas/locations is required.

40% travel to Northern, Western, Southern, and Central Highlands Regions; Ghor, Faryab, Provinces.
