Job Description:

Summary of Key Functions:

  • Function 1: Provide field visits to the project target areas at Herat province for monitoring, verification, and evaluating progress towards achieving the AHF funding project output: 40%
  • Conduct regular field visits, provide feedback for improvement, and ensure M&R requirements are met.
  • Inform relevant bodies of critical issues affecting project implementation.
  • Ensure proper M&R system application at the provincial level as per AHF requirements.
  • Collect and provide qualitative and quantitative data from Herat province to the MEAL Unit in Kabul.
  • Function 2: Undertake data management of the project and support Project in periodic and progress reports: 40%
  • Report monthly, quarterly, semi-annual, and annual progress on data analysis to the Field/Project supervisor & MEAL department.
  • Develop monitoring and data collection plans, conduct monitoring visits, and assist in data entry.
  • Prepare and maintain a database and trackers effectively.
  • Ensure compliance with donor M&E requirements and prepare analytical reports for decision-making.
  • Function 3: Support MEAL unit in capturing lessons learned, provision of M&R support to program and keeping project records: 20%
  • Lead M&R aspects of the AHF project at the provincial level.
  • Oversee overall M&R issues and ensure compliance with MEAL Unit requirements.
  • Create and maintain a data filing system for the project.
  • Provide training on program activity monitoring and reporting.

Key Relations:

Coordinate M&R activities with CARE, Provincial Manager, Project/Field Supervisor, MEL Officer, Project Manager, and other relevant bodies.

Collaborate with project/program teams, and other departments concerning M&R affairs.

Duty Location: Stationed in Herat sub-office with regular travel to project areas.

Job Requirements:

Core Competencies:

Computer operation (MS Office package), knowledge and experience in data analysis, monitoring & evaluation, and report writing.

Education:

Bachelor’s degree in social science, economics, statistics, business administration, or relevant fields.

Work Experience:

Minimum 3 years of work experience in monitoring, data management, MIS.

Languages Skills:

Fluency in spoken and written Dari, Pashto, and English.
