Job Description:

Job Summary:

The Monitoring & Liaison Coordinator is expected to adhere to this job description, ensuring compliance with WAW rules and regulations.

Main Responsibilities:

Monitoring Responsibilities:

  1. Coordinate overall monitoring activities for WAW, specifically in the southern regions.
  2. Promote a results-based approach to Monitoring and Evaluation, emphasizing impactful outcomes.
  3. Conduct regular visits to WAW facilities, supporting the implementation of Monitoring and Evaluation, ensuring data quality, and identifying areas for improvement.
  4. Randomly review case management files, focusing on legal and mediation files, to ensure accurate and complete recording.
  5. Write monitoring & evaluation finding reports, prepare action plans based on monitoring visit findings, and ensure implementation follow-up.
  6. Establish a functional and effective Monitoring and Evaluation Unit, aligning with project(s) and program frameworks.
  7. Develop a comprehensive database for all WAW facilities in collaboration with a database developer.
  8. Review and provide feedback on the quality of methodologies for collecting monitoring data.
  9. Oversee and execute monitoring activities of M&E officers, emphasizing results and impacts.
  10. Foster participatory planning and monitoring, providing refresher training in monitoring and evaluation for program M&E staff.
  11. Be available for overtime on weekends or holidays as required.
  12. Travel to provinces as needed.

Liaison Responsibilities:

  • Coordinate all MoUs-related matters with line ministries.
  • Collaborate with MoEc for project registrations and reporting.
  • Act as a central point of contact for communication between different departments, teams, or organizations.
  • Foster collaboration between stakeholders by organizing meetings, conferences, or workshops.
  • Build and maintain strong relationships with internal and external stakeholders, representing their interests.
  • Provide support to ongoing projects by coordinating activities, tracking progress, and reporting updates.
  • Manage information flow between different parties, keeping stakeholders informed about relevant updates.
Expected Rules:
  • Develop a Program M&E Manual with associated tools and forms.
  • Lead the development of a comprehensive database for all WAW activities.
  • Generate monthly, quarterly, and annual reports.
  • Conduct valid and objective impact assessments of projects/programs.
  • Develop project M&E plans, log frames, activities matrix, and data tracking templates.
  • Prepare M&E unit annual plan and implementation.
Job Requirements:
  • Bachelor’s degree in Business Administration or relevant discipline; Master’s degree preferred.
  • 4-5 years of proven work experience in a coordinator or managerial role.
  • Knowledge of monitoring and evaluation, report writing, database management, research, and analytical skills.
  • Excellent communication, interpersonal, and reporting skills.
  • Proficiency in relevant computer programs.
  • Strong knowledge of project management principles.
  • Proficient in Dari or Pashto and English.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain positive relationships with diverse groups.
  • Analytical mindset with problem-solving skills.
  • Proficiency in negotiation and conflict resolution.
  • Strong organizational skills and flexibility to adapt to changing circumstances.
