ABOUT THE JOB

The Emergency Team Leader, reporting to the Area Program Manager and under the overall direction of the Emergency Specialist/Technical Coordinator, holds the responsibility of managing emergency responses in the assigned Area Office/Sub-office. This role involves overseeing assessments, selection processes, and assistance to the affected population to meet project objectives and beneficiary needs. The Emergency Team Leader will coordinate shelter emergency response activities, guide the implementation of Emergency-oriented infrastructures, and actively participate in emergency-related cluster meetings. Collaboration with DRC’s other sectors (Protection, Livelihoods, MEAL) is crucial for successful integration and the fulfillment of DRC’s Core competencies.

Responsibilities and Tasks:

To achieve the position’s objectives, the Emergency Team Leader’s tasks include, but are not limited to:

  1. Overseeing and coordinating Rapid Needs Assessments
  2. Supervising Shelter Repair/Emergency-oriented infrastructure projects
  3. Managing beneficiary selection processes adhering to Humanitarian Principles and Code of Conduct
  4. Supervising Emergency response distributions (Cash and Goods in Kind)
  5. Ensuring self-orientation and motivation of the Emergency team for demonstrating DRC’s core competencies
  6. Planning and implementing emergency response activities, budget forecasts, and tracking expenses
  7. Ensuring high-quality data collection, basic analysis, and producing detailed reports
  8. Coordinating with the MEAL team for post-distribution monitoring
  9. Maintaining close coordination with the safety team for field movement planning
  10. Collaborating with other DRC sectors and bringing initiatives for program integration
  11. Reporting on emergency projects and activities
  12. Government liaison and participation in humanitarian coordination and clusters’ meetings
  13. Readiness to lead the DRC emergency team and be re-allocated within the country as needed
  14. Directly supervising a team of field officers, ensuring tasks are equally segregated
  15. Capacity building of project staff and maintaining transparency and accountability

Job Requirements:

Contract length: Till 31st December 2023 with the possibility of extension

Band: MG

  • Designation of Duty Station: South Area Office – Kandahar

ABOUT YOU

To be successful in this role, you must have:

Experience and Technical Competencies:

  • Minimum 5 years’ relevant experience within a humanitarian organization, with at least 2 years in emergency response
  • Understanding of displacement issues for both internally displaced and refugees
  • Experience working directly with Afghan communities and local authorities
  • Project management experience, including team management
  • External relations and monitoring and evaluation experience
  • Good communication skills in written and spoken English
  • Solid computer skills (Word, Excel, PowerPoint) and report writing ability

Education/Qualifications:

University degree in Social Science or other relevant field (master’s degree preferred)

Languages:

  • Pashto
  • Dari (desirable)
  • English (Fluent)
