Job Description:

General Position Summary:

As the Cash and NFI Manager at Mercy Corps Afghanistan, you will be integral to the Program Performance and Quality (PaQ) unit. Your role involves providing specialized support and guidance for the conceptualization, execution, and quality assurance of cash and non-food item (NFI) programs across Afghanistan. You will play a pivotal role in scaling up cash-based initiatives, ensuring adherence to global cash standards, and aligning with Afghanistan-specific tools and policies.

Essential Job Responsibilities:

Management, Technical Support, and Strategy Development:

  • Coordinate logistical aspects of cash and NFI programs, ensuring timely procurement, delivery, and distribution.
  • Oversee the establishment and operation of distribution points, maintaining the dignity and safety of program participants.
  • Collaborate with local partners, NGOs, and government entities to strengthen partnerships and build implementing partner capacity.
  • Develop and standardize cash/voucher tools, best practices, and SOPs tailored to the Afghanistan context.
  • Conduct periodic site visits for project monitoring, providing actionable feedback for optimization.

Program Development:

Lead the development of high-quality proposals for cash and NFI programs, ensuring alignment with donor priorities and Afghanistan’s context.

Collaborate with field teams to provide technical input during proposal development.

Liaise with donors to present tailored cash-based approaches, identifying potential funding opportunities.

HR and Capacity-Building:

Offer tailored training on cash and voucher assistance (CVA) to field staff, identifying and addressing technical capacity gaps.

Internal Networking and Coordination:

Coordinate cash and NFI-based activities with peer organizations, fostering networks among field offices.

Stay informed about organizational policies and global objectives, ensuring alignment with Mercy Corps’ vision.

External Networking & Representation:

Actively participate in Cash Working Groups and relevant coordination bodies.

Represent the organization’s cash-based programming at regional and national levels.

Security:

Adhere to country-specific security protocols, ensuring team compliance.

Job Requirements:

Knowledge and Experience:

  • Bachelor’s degree with at least five years of NGO experience focusing on cash-based programming.
  • Strong commitment to capacity-building, with cultural sensitivity and participatory management approach.
  • Understanding of local governance, community structures, and market-based programming.
  • Experience in report writing, proposal crafting, and advanced analytical skills.
  • Fluency in English and Dari/Pashto.
