Job Description:
General Position Summary:
The Senior PaQ Manager will provide technical guidance for program management, coordination, and oversee the Monitoring, Evaluation, and Learning (MEL) team, Technical Advisors, and grants officer. This role involves ensuring adherence to Mercy Corps Program Management Minimum Standards (PM@MC) and improving program quality through effective filing systems, standardized processes, and capacity building.
Essential Job Responsibilities:
Strategy & Business Development:
- Lead and support new business development, including needs assessments and feasibility studies.
- Provide strategic guidance for Program Management approaches to Afghanistan’s program team.
Program Quality Management:
- Map and maintain Mercy Corps Program Management Business Process flows.
- Assess program adherence to PM@MC minimum standards and provide support for improvement.
- Oversee the development of effective program filing and archiving systems.
- Refine processes for program deliverable quality assurance checks and continuous improvement.
Capacity Development and Coordination:
- Liaise with various teams to ensure proposals integrate program quality and MEL/CARM needs.
- Build capacity of program teams through workshops, trainings, and information sharing.
Representation and Communication:
- Represent Mercy Corps programs with national and international counterparts.
- Support Program teams in organizing donors’ visits and strategic communication materials.
Security:
Ensure compliance with security procedures and policies.
Job Requirements:
Knowledge and Experience:
- BA/S or equivalent in international studies, economics, or relevant field; MA/S preferred.
- 4-6 years of experience with European and US institutional donors, grants management, and proposal development.
- Field experience in both emergency and development environments preferred.
- Experience with reporting and compliance with donors such as ECHO, BHA, USAID, FCDO, or private foundations.
- Ability to work across diverse teams and get buy-in from stakeholders.
- Proficiency in written and spoken English is required.
