Job Description:

Job Summary:

As a Program Coordinator, you will play a key role in designing, implementing, and managing projects under your supervision. Reporting directly to the Area Manager, you’ll provide operational and technical leadership for effective program delivery and development. This role involves coordinating with stakeholders, representing Islamic Relief, ensuring compliance with policies, and contributing to the organization’s mission.

Duties & Responsibilities:

Scope and Authority:

Lead the development, implementation, planning, monitoring, and reporting of projects in your supervision.

Design and implement Seasonal Humanitarian Programs such as Qurbani, Winterization, Ramadan, and other short-term programs.

Manage short-term projects, mobilizing existing resources and bringing additional human resources as needed.

Responsibility for Resources:

Assist Area Manager & country office in planning and resource mobilization.

Efficiently manage all project resources, including grants, awards, staff, and assets.

Monitor and provide advice on the utilization of human resources, assets, fleet, and offices.

Contribute to data compilation for program development and future resource mobilization.

Key Accountabilities:

  • Ensure quality program implementation, management, and reporting in line with organizational strategies.
  • Lead the development and implementation of various projects, including regular seasonal programs.
  • Contribute to strategy and proposal development within the assigned area.
  • Oversee project cycle management, needs assessments, concept notes, and policy documents.
  • Monitor and evaluate programs according to organizational standards and in coordination with relevant teams.
  • Develop and share quality reports, case studies, and success stories.
  • Act as a deputy for the Area Manager in their absence.

Operational Management:

Plan, implement, and monitor project activities based on approved budgets and plans.

Participate in regular Area Management Meetings for effective information sharing.

Collaborate with Supply Chain and Services unit for logistical support.

Ensure systems for program cycle management are in place, considering lessons learned.

Financial, Budget, Grant Management:

Act as the budget holder for projects in the assigned area.

Identify and propose solutions for budget challenges.

Oversee budget control, financial management, and timely submission of reports.

Contribute to fundraising plans and implement them efficiently.

Logistics/Finance/Administration:

Implement administrative, financial, and logistical systems/procedures.

Ensure compliance with legal and bureaucratic requirements.

Direct the preparation of monthly projected expenditures.

Oversee logistical procurement required for projects.

Human Resources:

Manage human resources at individual and team levels.

Ensure gender and ethnic diversity within the project team.

Define objectives and responsibilities for project staff.

Implement staff development strategies and performance management systems.

Representation Accountabilities:

Ensure proper functioning of the Complaints and Feedback Mechanism (CFM).

Establish and maintain working relationships with stakeholders.

Represent Islamic Relief to other organizations, government authorities, and donors.

Keep stakeholders informed of Islamic Relief’s activities in the area.

Safeguarding:

Ensure reporting staff are aware of their roles under the safeguarding policy.

Support reporting staff to access and utilize safeguarding reporting procedures.

Job Requirements:

Essential:

  • Bachelor’s or Master’s Degree in development studies or social sciences.
  • Extensive practical senior management experience, preferably in development and humanitarian response programs.
  • Experience and understanding of two or more IR sectors, such as Food Security Livelihoods, WASH, Child Protection, Education, Nutrition, and cross-cutting themes.
  • Financial management skills, budgeting, and reporting.
  • Understanding of international standards, HAP, SPHERE Standards, and People in Aid Code of Good Practices.
  • Proven problem-solving and organizational skills.
  • Experience in managing large teams in resource-poor, insecure settings.
  • Excellent planning, coordination, and reporting skills.
  • Strong analytical, monitoring, evaluation, and report-writing abilities.
  • Commitment to Islamic Relief’s vision, mission, and values.
  • Decision-making ability and gender/culture sensitivity.

Desirable:

Relevant experience in humanitarian/development sectors/INGOs.

Working knowledge of regional languages of Afghanistan.
