Women for Afghan Women (WAW) is a dedicated grassroots civil society organization committed to safeguarding and advancing the rights of disenfranchised Afghan women and girls in Afghanistan and New York. As we continue our mission, we are seeking a highly skilled and experienced Monitoring and Reporting Engineer (Project Control) to join our team in the Herat office.
Job Overview:
As the Monitoring and Reporting Engineer, you will play a pivotal role in overseeing, evaluating, and reporting on all construction project-related activities in the west region. Collaborating with the line manager, your primary responsibility will be to ensure the effective implementation of projects, adhering to approved designs, technical specifications, and donor requirements.
Duties and Responsibilities:
- Plan, monitor, evaluate, and report on all construction project activities in the west region.
- Prepare detailed monitoring and evaluation reports identifying strengths and weaknesses for further action by the project manager.
- Conduct on-site monitoring of construction activities, identify defects, propose solutions, and proactively address challenges that may impact project timelines.
- Check setting out, ensuring quality, quantity, and cost control at the project site.
- Assist in the preparation of monthly or quarterly progress reports for submission to relevant authorities and donors.
- Schedule and conduct regular progress meetings with construction teams, documenting meeting minutes.
- Support the development of Monitoring and Reporting (M&R) Plans, tools, survey design, methodology, and data analysis.
- Build the capacity of team members in M&R systems, including reflection and analysis of monitoring data.
- Review daily construction inspection reports and communicate project information to the construction team promptly.
- Deliver project reports in various formats as required by the project team.
- Conduct monitoring in compliance with codes, practices, QA/QC policies, and specifications.
- Manage project reporting requirements, achieve objectives, and escalate issues to the Project Manager when necessary.
- Review and establish a new standard filing system, provide checklists, and maintain records in the system.
- Prepare, translate, edit, and revise progress reports on a daily, weekly, monthly, quarterly, and annual basis.
- Participate in field missions to enhance the quality and quantity of raw data for accurate monitoring.
- Incorporate project-specific features into specifications and conduct technical evaluations for clarity and completeness.
- Provide guidance and technical advice to various departments, developing specifications and policies for new projects.
- Conduct meetings with contractors to discuss work progress, challenges, and propose solutions.
- Perform overall quality control of work, reporting regularly on project status.
- Oversee and conduct tests (Construction materials and QA/QC) at site and lab, reviewing and informing the office about accurate results.
- Coordinate between the donor, contractor, and partner office.
- Undertake any other job-related responsibilities delegated by the line manager.
Job Requirements:
- Bachelor’s degree in the relevant field.
- Minimum of 4 years’ experience in engineering and reporting roles.
- Previous experience in construction project management.
- Good knowledge of construction monitoring and reporting principles.
- Planning, organizing, and management skills, with the ability to work independently.
- Experience liaising at senior government levels.
- Flexibility in working hours and the ability to work under pressure.
- Computer skills using AutoCAD, MS Word, MS Excel, internet, and email.
- Fluency in Pashto, Dari, and English.
- Excellent communication and reporting skills in English.
- Ability to work effectively with a team and independently.
