Position Objective:
As the Senior Procurement Specialist, reporting to the Head of Procurement, you will spearhead the procurement of works, goods, and services for the Project. Your role involves coaching and mentoring IPs procurement teams, ensuring adherence to World Bank procurement guidelines, and executing procurement and contract management according to established procedures.
Job Duties and Responsibilities:
- Prepare, update, and revise procurement plans in accordance with World Bank PP formats.
- Review and submit procurement plans to the bank through the STEP system.
- Communicate project procurement issues with PIU procurement teams.
- Develop Bidding Documents, Invitations to Bid, Request for Proposals, and Contract Documents as per guidelines.
- Ensure timely publication of Invitations of Bids in national newspapers and websites.
- Participate in pre-bid meetings, record bid opening protocols, and provide clarifications to bidders.
- Facilitate bid evaluation and prepare reports for necessary approvals.
- Ensure best value for money in procurement and full compliance with document management guidelines.
- Maintain and update a roster of suppliers based on selection criteria and quality measures.
- Provide regular updates to Senior Management on procurement service delivery.
- Undertake field visits, cooperate with WB Implementation Support Missions, and review procurement plans.
- Review, check, and provide supporting documents for payment certificates, ICD, and Variation Orders.
- Provide advice to IPs related to project implementation as needed.
- Maintain a contract management filing system and update contract data on the Management Information System (MIS).
- Coordinate with procurement and engineering sections of the PIU on contract administration.
- Prepare and conduct workshops, seminars, and training programs on procurement guidelines and procedures.
- Prepare monthly, quarterly, and annual reports and work-plans.
- Build effective work relationships with donors, PIU sections, and peers.
- Uphold AKF (Afg)’s commitment to safeguarding staff, beneficiaries, and children from harm and abuse.
- Represent AKF (Afg) in all procurement-related meetings.
Job Requirements:
Job Specification:
University degree in management/civil engineering/business administration or relevant subject.
Minimum 7 years of procurement experience, including 5 years in WB procurement procedures in a senior role.
Required Core Competencies:
Excellent English communication skills (written and spoken), knowledge of Farsi/Dari & Pashto.
Ability to work in a multi-sector and multi-cultural environment.
Strong workload management skills.
Proficient in MS Word, Excel, PowerPoint, and Outlook.
