Position Objective:

Under the direct supervision of the project manager, the National Coordinator ESM and GRM- WERP will oversee the Social and Environmental Risk Management and Grievance Redress Mechanism for the project. This role involves coordinating project activities, managing resources, and ensuring effective communication, presentation, and reporting.

Job Duties and Responsibilities:

  • Ensure availability and accessibility of key project documents such as ESMP, SEP, and guidelines to the project team.
  • Develop and maintain the project ESMF aligned with relevant Environmental and Social Standards (ESSs) and Labor Management Procedures (LMP).
  • Oversee the Stakeholder Engagement Plan (SEP) in adherence to ESS, ensuring timely and culturally appropriate communication.
  • Facilitate a comprehensive understanding of ESM and GRM mechanisms within the project team.
  • Establish effective procedures for handling grievances related to ESM and GRM, ensuring compliance with ESS requirements.
  • Provide support, guidance, and training to the project team on ESM and GRM processes.
  • Evaluate the effectiveness of ESM and GRM practices through regular assessments.
  • Monitor and address environmental regulations and WB standards compliance in project activities.
  • Maintain accurate records related to ESM and GRM performance and prepare regular reports for submission to PIU.
  • Engage and maintain professional relationships with teams at NPO, Regional offices, and PIU.
  • Ensure the establishment of GRM committees at NPO, Provincial, and District levels.
  • Raise awareness among teams, local authorities, CDCs, and beneficiaries about GRM objectives and processes.
  • Conduct technical training and capacity-building workshops on GRM mechanisms.
  • Collaborate with the Safeguarding team to address SEA/SH complaints.
  • Collaborate with the safeguarding team to improve the complaints process, ensuring confidentiality and nondiscrimination.
  • Collaborate on project plans, timelines, and progress tracking. Actively participate in meetings and present project objectives.
  • Support the project manager in managing the project budget and contribute to budget forecasts.
  • Collaborate on the project closure, preparing closure reports, handing over deliverables, and documenting lessons learned.
  • Uphold AKF (Afg)’s commitment to safeguarding staff, beneficiaries, and children from harm and abuse.
  • Report any suspicions or actual violations of the Safeguarding Policy as per training.

Job Requirements:

Job Specification:

  • University degree in environmental engineering, water resources management, social science, or related field.
  • Minimum 5 years’ experience in project implementation, environmental and social management, GRM system, Monitoring and Evaluation in reputed international organizations or government.
  • Knowledge of ESM/GRM system and standards, methods, procedures, and policies of the WB and NEPA.
  • Experience in project management is advantageous.
  • Fluency in English and local languages. Proficiency in computer applications is required.
