Job Description

General Position Summary

As the Monitoring, Evaluation, and Learning (MEL) Officer, you will play a pivotal role in implementing MEL systems for a program consortium led by Mercy Corps. Based in Kabul or Herat, you will report to the Country MEL Manager, with responsibilities including coordinating MEL functions, developing tools, conducting site visits, and facilitating data analysis.

Essential Job Responsibilities

  1. Coordinate MEL functions with relevant departments for effective oversight.
  2. Contribute to the development of MEL tools aligned with Mercy Corps MEL Policy.
  3. Conduct site visits, capturing program strengths and weaknesses.
  4. Supervise data collection carried out by consortium partners.
  5. Analyze survey data and assist in report development for internal circulation.
  6. Maintain MEL documentation per Mercy Corps standards.
  7. Facilitate learning mechanisms based on project monitoring findings.
  8. Translate MEL tools into local languages when required.
  9. Assist in regular data entry and support consortium partners in tool utilization.
  10. Develop capacity-building series for consortium partners’ MEL teams.
  11. Support efforts towards accountability, especially to beneficiaries and donors.
  12. Ensure compliance with security procedures and policies.

Job Requirements

  • Knowledge and Experience
  • Bachelor’s degree in social sciences, statistics, economics, or project planning.
  • At least 3 years of experience in M&E activities and project management.
  • Proficient in quantitative and qualitative data analysis.
  • Ability to plan and implement M&E activities creatively.
  • Experience with MEL Tech and data visualization platforms.
  • Strong organizational and multitasking skills.
  • Proficiency in English and Dari; Pashto is desired.
  • Willingness to travel frequently to field locations.
