Job Description:
Are you passionate about improving project quality through strategic planning and effective monitoring processes? Join NSDO as a Monitoring Evaluation Accountability and Learning (MEAL) Officer! In this role, you will lead and coordinate technical and operational planning, ensuring the successful implementation of all MEAL processes and activities to enhance project quality.
Responsibilities:
- Lead the strategic planning and implementation of MEAL processes.
- Ensure effective monitoring and performance management for program activity targets.
- Oversee data collection, analysis, and timely reporting as per the M&E Plan.
- Prepare insightful reports on project findings and lessons learned from innovations.
- Contribute to regular project reviews by assisting the MEAL Manager in preparation and facilitation.
- Facilitate discussions on monitoring data implications for future action in appropriate forums.
- Conduct regular field visits, providing MEAL manager with field updates.
- Lead the development of relevant and quality data collection tools for quantitative and qualitative research.
- Collaborate with the MEAL Manager to track and register complaints/feedback from project beneficiaries.
- Assist in revising the project log frame matrix and developing the overall M&E framework.
- Develop plans for project-related capacity-building on M&E.
- Collect data regularly to measure achievement against performance indicators.
- Support project progress reporting, mid-term reviews, and final evaluations.
- Identify lessons learned, develop case studies, and provide advice to improve project performance using M&E findings.
- Ensure internal controls in finance, supply chain, and community-based activities to minimize fraud and corruption.
- Design and participate in field-based needs assessments and gap analyses.
- Provide technical support to provincial staff in data collection, analysis, and reporting.
- Implement and coordinate all M&E activities, including data collection tools and third-party evaluations.
- Oversee data collection, analysis, and reporting as per the M&E Plan.
- Prepare analytical documents synthesizing the results of activities to assess their impact and effectiveness.
- Assist the MEAL manager in developing the M&E plan, including indicator selection, target setting, and reporting.
- Work with project focal points to collect information for donor reporting and program monitoring.
- Prepare case studies, success stories, and reports based on M&E data.
- Lead the oversight of data collection, collation, storage, analysis, and reporting.
- Undertake regular interviews and field visits to monitor progress and gather stories suitable for learning and promotion.
- Monitor the sustainability of project results and provide feedback to the Project Manager.
- Suggest strategies for improving project efficiency and effectiveness.
Job Requirements:
- Excellent oral and written communication skills in local languages and English.
- Bachelor’s/Master’s degree in Business Administration or related field.
- Recognized M&E certificate is an asset.
- 2 to 3 years of relevant working experience.
- Knowledge of cultural and religious sensitivities and values.
- Compliance with organizational rules, regulations, and anti-harassment policy.
- Morally and disciplinary fit for the job.
- Good knowledge and skills in computer applications, particularly MS Word and MS PowerPoint.
- Ability to work under pressure.
