Job Description:

POSITION OBJECTIVE:

The incumbent in this position is responsible for the project Area Office based in Panjshir province, demonstrating exceptional leadership skills in managing a large team, ensuring efficient operations, and achieving project goals. The role involves successful project implementation through close coordination with community leaders, NGOs, and relevant entities.

JOB DUTIES AND RESPONSIBILITIES:

  • Manage the area office in Panjshir province, overseeing day-to-day functions, staff, projects, and stakeholder engagement.
  • Build strong relations with the community, provincial officials, and participate in meetings with relevant organizations.
  • Coordinate, monitor, and provide updated information on the project, maintaining regular contacts with Regional HR, Finance, and RD when necessary.
  • Conduct regular meetings at the area office and participate in regional meetings as required.
  • Support sector managers in developing Yearly Plans of Operation (YPOs) and ensure timely implementation.
  • Ensure smooth project implementation in line with the project plan and AKF(Afg)’s guidelines.
  • Report project progress on a monthly, quarterly, and yearly basis.
  • Ensure proper implementation of gender policy and Child Safeguarding policy.
  • Oversee proper usage of office properties by staff.
  • Enhance staff and office equipment security while resolving conflicts related to staff and program implementation.
  • Orient new joiners on the program, office environment, and introduce them to the staff.
  • Manage timesheets, overtime, and employees’ attendance according to policies.
  • Report HR-related matters to the HR Manager on time.
  • Lead staff’s leave in coordination with the HR department.
  • Act as the focal point for child safeguarding, ensuring policy implementation and timely reporting of related issues.
  • Ensure proper announcement of Job Advertisements at the district level.
  • OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES:
  • Prepare and conduct monthly field visits for staff.
  • Participate in meetings at the provincial level.
  • Perform any other job-related duty assigned by the supervisor.

DECISION-MAKING & AUTHORITY:

  • Conduct meetings with staff to improve project implementation.
  • Prioritize tasks among staff.
  • Review and sign administration and financial documents according to the authority matrix.
  • Manage area office staff leave and approve/disapprove leave requests.

Job Requirements:

JOB SPECIFICATION:

  • University degree in Business Administration, Public Administration, Social Science, Literature, or equivalent (a master’s degree is preferred).
  • Very good computer knowledge of MS Office Packages.
  • 5-7 years of work experience in managing projects and offices in NGO or INGO work environment.
  • Strong communication, problem-solving, community mobilization, and monitoring skills.
  • Good communication and report-writing skills in National/Local Languages (Dari or Pashto) and English.
  • Ability to perform well in stressful situations.
