Program/Department Summary:
The Mercy Corps Finance Department oversees all financial functions in Afghanistan, ensuring compliance with donor regulations, internal policies, and procedures. As a support to the Program Department, it provides timely reports and assistance to ensure efficient and effective use of financial resources.

Job Description:
General Position Summary:
The Senior Tax/Finance Officer is responsible for coordinating and supporting taxation, Ministry of Economy reporting, and field office financial management. Ensuring compliance with internal policies, donor regulations, and contributing to Mercy Corps’ strategic objectives.
Essential Job Responsibilities:
- Manage and lead all taxation processes, including monthly reporting and documentation.
- Review and post-tax journal entries, preparing annual income tax reports.
- Prepare prepaid accounts amortization entries of taxes.
- Generate a six-month report for the Ministry of Economy based on their requirements.
- Assist in training and supporting finance officers in Kabul and field offices.
- Provide support for daily main office accounting, cash management, and finance functions.
- Stay updated on donor policies, rules, and regulations, and train program and partner staff accordingly.
- Conduct field visits to ensure taxation compliance and identify areas for improvement and training.
- Ensure timely and accurate monthly tax and financial reports.
- Perform financial reviews to ensure compliance with Mercy Corps policies and procedures.
- Additional duties as assigned by the line manager.

Job Requirements:
Knowledge and Experience:
- 3-4 years of experience in accounting, taxation, and six-month reporting, preferably with an international NGO.
- Advanced degree and/or equivalent of at least 4 years of relevant experience with recognized accounting qualifications.
- Adequate understanding of taxation, donor rules, and regulations.
- Previous experience with Mercy Corps is advantageous.
- Strong skills in accounting management and financial reporting.
- Fluency in English (Verbal and in writing).

- Ability to work on multiple tasks and prioritize effectively.
- Leadership skills for motivating and managing a diverse team.
- Advanced analytical and data processing abilities.
- Strong communication and time management skills.
- Proficient in MS Office and Enterprise Resource Planning (ERP).
